Carthage R-9 Board of Education Appoints Natalie Cowley as Director of Language Programs


CARTHAGE, MO – The Carthage R‑9 Board of Education is pleased to announce that Natalie Cowley has been selected as the new Director of Language Programs. Cowley brings more than a decade of experience as an educator and school leader, with a strong background in bilingual education, language development, and student support systems.

Most recently, Cowley served as Principal of Crosby Elementary School in Harvard Community Unit School District 50 in Illinois. In that role, she led a K–3 dual language school and helped implement a collaborative, team-based teaching model focused on student growth and academic success.

Earlier in her career, Cowley worked in rural and remote communities in Alaska, where she supported culturally responsive language instruction and partnered closely with families and local organizations. These experiences continue to shape her leadership approach, grounded in community voice, strong relationships, and honoring the unique identities of every learner.

Cowley has served in multiple roles throughout her career, including bilingual and general education teacher, Dean of Students, and district-level administrator overseeing PreK–12 operations. She holds two master’s degrees in Applied Linguistics and Educational Leadership and is currently pursuing her doctorate in Educational Leadership.

Her experience spans dual language programs, EL services, MTSS, instructional coaching, and schoolwide literacy and assessment systems. She is also well-versed in tools and frameworks such as LETRS, ACCESS testing, Ellevation, and GLAD.

Cowley shared, “What excites me most about joining Carthage is the district’s strong commitment to students and community. I’m looking forward to working alongside staff to strengthen language services and ensure all students feel supported and prepared for success.”

Cowley will succeed longtime Director of Language Programs, Mrs. Jana Sawyer, who is retiring after more than 30 years in education. The district extends its deepest gratitude to Mrs. Sawyer for her outstanding leadership, dedication, and years of service to Carthage students and families.

“Jana Sawyer is the only Director of Language Services Carthage has ever had,” stated Dr. Matt Huntley, Carthage Assistant Superintendent of Instruction. “Our schools serve among the highest numbers of English Learners in Missouri, and we host one of the only Dual Language programs in the state. Given that scope, I assumed it would be nearly impossible to find a candidate with direct experience leading both of these very important programs. Mrs. Cowley’s experiences in leading both EL and Dual Language programs feel like a gift. We are excited to welcome her into the community and to build upon the strong foundation established by Mrs. Sawyer and her team.”
